Kaohsiung District Prosecutors Office Investigates Drug-Impaired Driving Case; Secures Court Approval for Preventive Detention Yesterday (May 29), this Office received a referral from the Qianzhen Branch of the Kaohsiung City Police Department regarding a defendant surnamed Hong, who operated a motor vehicle after consuming narcotics. Following the prosecutor's interrogation, the defendant was found to be strongly suspected of violating Article 185-3, Paragraph 1, Subparagraph 3 of the Criminal Code regarding the offense of impaired driving, among other charges. Given the strong suspicion of criminal conduct and specific facts indicating a risk of repeated offenses that pose a significant danger to society, this Office determined that the grounds and necessity for detention were met. Accordingly, pursuant to Article 101-1, Paragraph 1, Subparagraph 1 of the Code of Criminal Procedure governing preventive detention, this Office filed a motion for detention with the Taiwan Kaohsiung District Court. On the evening of May 28, 2026, after consuming narcotics, the defendant Hong operated a private passenger vehicle in Kaohsiung City's Qianzhen District, fell asleep at the wheel, and began driving against the flow of traffic. He collided with vehicles parked along the roadside, causing a member of the public seated on a motorcycle to suffer injuries, including rib fractures. Police administered a saliva drug screening test, and the defendant tested positive for methamphetamine, a Category II narcotic. He was immediately arrested at the scene and transferred to this Office. Following an interrogation by Prosecutor Chen Yen-cheng, this Office filed a motion for detention with the Court, which was subsequently granted. This Office has consistently maintained a zero-tolerance policy toward narcotics use and impaired driving, whether drug- or alcohol-related. This Office will not tolerate anyone who, after consuming narcotics, operates a motor vehicle on public roads in the false hope of escaping detection. We remind the public not to take chances or defy the law. This Office will fully implement the Taiwan High Prosecutors Office's policy on combating drug-impaired driving and will rigorously prosecute such offenses to safeguard public traffic safety and maintain social order.

Kaohsiung District Prosecutors Office Establishes the "2025 Agricultural and Fisheries Association Election Inspection Task Force"
In response to the agricultural and fisheries associations election held in 2025, in order to protect the rights and interests of farmers and fishermen, and prevent the interference of money, violence, and other illegal means that may affect the fairness of the election results, the Kaohsiung District Prosecutors Office established a regional investigation and contact center in coordination with the other District Prosecutors Office in Taiwan at 8:30 AM on January 22nd. Additionally, the "2025 Agricultural and Fisheries Association Election Investigation and Election Interference Task Force" was formed officially launching the election investigation operation. The Chief Prosecutor Chu Chia-Chi of the Kaohsiung Branch, Taiwan High Prosecutors Office and our Chief Prosecutor Huang, Yuan-Kuang have placed great importance on this agricultural and fisheries association election and our Chief Prosecutor Huang, Yuan-Kuang presided over the unveiling ceremony and the Chief Prosecutor Chu Chia-Chi personally attended to provide guidance. They were joined by Director Lin Yan-tian of the Kaohsiung City Police Department, Director Lian Zhen-zong of the Investigation Bureau of the Ministry of Justice in Kaohsiung, Director Xu Jia-long of the Southern Region Investigation Team of the Ministry of Justice's Agency Against Corruption, Director Ou Jian-zhi of the Political Ethics Department of the Kaohsiung City Government, Deputy Chief Prosecutor Lin Chih-yu, and Election Executive Secretary Head Prosecutor Chuang Ling-ru. Together, they unveiled the plaque, demonstrating the commitment of prosecutors, police, investigators, anti-corruption officers, and political ethics units to strictly investigate election-related crimes. During his speech, Chief Prosecutor Huang emphasized that after the Lunar New Year, elections for the directors, supervisors, and general secretary of the agricultural and fisheries associations will take place. These elections are closely related to local politics and financial credit. The city is also home to many related government organizations, such as the Kaohsiung City Agricultural Bureau and the Marine Bureau. He urged prosecutors, police, investigators, anti-corruption officers, and political ethics units to maintain their proactive approach and work together to investigate election interference and promote awareness. The office, under the guidance of the Kaohsiung Branch Taiwan High Prosecutors Office, is actively integrating resources from various agencies and forces, ensuring a strong and unified front to uphold procedural justice and vigorously crack down on election crimes. Chief Prosecutor Chu emphasized in his speech that elections are a critical event for a country governed by the rule of law, and fair and just elections are the public's expectation. The agricultural and fisheries association election serves as a precursor to next year's national elections. The unveiling of the plaque today by prosecutors, police, investigators, anti-corruption officers, and political ethics units demonstrates their determination to investigate election interference. Relevant units will exert all their efforts to maintain fairness and justice in the election. The Kaohsiung District Prosecutors Office calls on the public to recognize that the agricultural and fisheries association elections are essential to the local democratic system and the healthy development of agriculture and fisheries.
