The man, Lu, pinched the breasts of five women consecutively. Kaohsiung District Prosecutors Office prosecutor(KSDP) applied to the court for detention and it was approved.

Liu Mu-Shan, the Head of the special team of protecting women and children of KSDP, and the Prosecutor Lee Ming-Jung, led the police station of Samin First Precinct of Kaohsiung City Government to invest the accused Lu for pinching women’s breasts consecutively.

On May 6, 2021, the accused Lu was summoned to explain to the case. After the interrogation by the prosecutor Lee Ming-Jung, Lu was strongly suspected of having committed an offense under the Paragraph 1 of Article 25 of the Sexual Harassment Prevention Act, and he might repeatedly commit the same offense, so that he was applied to be detained on the same day, and the court approved the detention.

After investigation, at 8 pm on April 13, when the accused biked to an alley on Boai 1st Road in Aozidi Park, Gushan District of Kaohsiung City, seeing the females, victims A and B were alone, he intended to sexually harass. He touched the breasts of victim A and B suddenly while driving past victim A and B, and they could not respond or resist immediately. Then he escaped by bike.

About 9 pm in the same day, when he walked to an alley on Yufeng Street, Gushan District, and somewhere in Hankou Street, Samin District, seeing the females, the victims C and D were alone, he suddenly hugged victim C and D forcefully and pinched their breasts from behind. Then he escaped.

About 3 pm on April 26, when he walked to a street corner of Songjiang Street, Sanmin District, he saw the female victim E getting in the car without paying attention, and then he grabbed the car door and pinched her breast. Then he escaped on foot.

After the police accepting the victims’ reports, the police found out that the accused pinched the breasts of female victims repeatedly. Therefore, the police reported to the prosecutor to direct the investigation. The prosecutor convened to form a special case team for investigation and identified the accused Lu as being involved in serious suspicion, and quickly summoned him to explain the case.

After questioning, it was confirmed that the accused Lu was suspected of committing crimes of sexual harassment repeatedly.

In order to protect the safety of women and children and prevent people from being victimized again, the prosecutor immediately applied to the court for detention and it was approved by the court.
