The Kaohsiung District Prosecutors Office and MJIB Southern Mobile Station have investigated on a fraud case of the construction project of NMMST, and applied detention of the accused to the court. Forming an investigating team with prosecutor investigators of Kaohsiung District Prosecutors Office and judicial police officers of The Investigation Bureau of the Ministry of Justice (MJIB) Southern Mobile Station, the chief prosecutor 曾靖雅 and prosecutor朱華君 have investigated and collected evidence on a fraud case of the construction project of the The National Museum of Marine Science And Technology (NMMST). After Kaohsiung District Court ceased detention on defendant Chen on 23/02/2019, the investigating team summoned Chen and questioned him immediately on the same day to clarify the fraud case. It is found that Chen was aware of the construction project of NMMST was seriously delayed during 2015 and 2016, yet he instructed his employees to forge project schedules and progress charts for architects to review, and provided those false documents to banks for loans. Chen is accused of violating Article 125-3 of The Banking Act as well as Chapter 15 of The Criminal Code for committing fraud on banks and receiving loans of more than NTD 3 billion. Due to the reasons that Chen is strongly suspected of having committed the fraud offense, and there are facts sufficient to justify an apprehension that he may abscond, destroy, forge or alter evidence, and conspire with a co-offender or witness, prosecutor 朱華君applied to the court to put Chen under detention.
