The Kaohsiung District Prosecutors Office, after having investigated Kaohsiung City councilors suspected of obtaining fee of domestic construction survey by fraud, prosecuted three councilors and one assistant. The total amount of the profit is NT$17,500. The chief prosecutor Ge Guanghui and prosecutor Chen Yili, members of the investigation team of black money of the Kaohsiung District Prosecutors Office, had commanded the Kaohsiung investigation office of Investigation Bureau of MOJ to investigate the Kaohsiung City councilors suspected of obtaining fee of domestic construction survey by fraud, and thereafter prosecuted councilors Ko Luka, Edon-Inai, Tang Hwuimay and a assistant Guao for fraudulently obtaining money under cover of legal authority and causing officials to make document falsely, which violated Subparagraph 2, Paragraph 1, Article 5 of Anti-Corruption Act, and Article 214 of Criminal Act. After the merger of Kaohsiung City and Kaohsiung County, each councilor of the Kaohsiung City Council is entitled to write off the domestic construction survey fee by submitting actual report within the amount of NT $ 30000, which was known by the three councilors aforementioned. They formed a group to survey Pingtung County in the mid-November 2013 and knew that they had not eaten in the local restaurant, and not lived in the local B&B on November 16, 2013. However, Tang’s assistant Guao asked for three stamped blank receipts from the restaurant and one from B&B and filled in the date, name, buyer, total price, unified number and other items himself. Guao then gave receipts to Ko Luka, Edon-Inai, Tang Hwuimay to apply for write-off on the domestic construction survey fee, and thus caused the ignorant officials to write off and deliver money into the account of Ko Luka, Edon-Inai, Tang Hwuimay after formal review. They therefore obtained NT$ 2500 for meal each and NT$ 10000 for B&B. The total amount of the profit is NT$17500.
