ALS Taiwan Co. was alleged to bribe to win bids for government projects. According the investigation conducted by Kaohsiung Prosecutors Office (“KPO” hereafter) Prosecutor Wu (吳正中), Cherng, the general manager of ALS Taiwan Company (“ALS Taiwan” hereafter), is suspected of offering bribes to government employees on several occasions and ALS Taiwan won a number of government projects bids as a result. Prosecutor Wu also discovered that Cherng maintained an abnormally close contact with government employees. With the help of an unknown intermediary, he bribed them directly and thus got his way. With the help of Chiang, then-Director of Environmental Protection Bureau of Taichung City Government (“EPBTC” hereafter), Cherng pressed the civil servants of EPBTC to meet his needs. On 12th December of 2012, Prosecutor Wu, Prosecutor Chang(張志杰), Prosecutor Shi (施昱廷) and Prosecutor Liao (廖偉程)carried out a large-scale search at ALS Taiwan, Taichung City Hall , Taichung City Council and Changhua County hall. Meanwhile, suspects including Cherng, Chiang and Cheng were summoned to KPO. So far, investigators have found at least 8 bids involving bribery, the respective amount for which ranged from millions to ten millions NT. After the interrogation of KPO, Suspects Chang, Cherng, Chiang and Wu were held in custody for the alleged charges of corruption and violations of Government Procurement Act.
