The Prosecution safeguard school order and prevent gang invasionGang investigation leads to arrest and detain

Kaohsiung District Prosecutors Office (KDPO) is organizing a task force to prevent gangs, drugs and human trafficking occurring in our school environment. On 28/01/2011, this task force concluded the investigation and executed three arrests, the seizures of drug and the victim rescue. The supervisory prosecutor, Mr. Luo Rui Chang, and prosecutor, Mr. Wang Bai Dun of KDPO, worked with the agents of Investigation Bureau to uncover a crime syndicate (武權集團) which lured and tempted teenagers from Internet cafes into narcotics trafficking and loan sharking in the school environment. This same crime syndicate also made use of chatting room (尋夢園網站) on the Internet, known as 鬼風」及「飄飄☆笨蚪☆」, to seduce under-age girls into joining parties with gang members where the girls would be coerced into selling drugs or prostituting themselves by getting the youngsters addicted to drugs. The gang members of this crime group often used violence or sexual assault to force these vulnerable girls to obey their criminal syndicate-orders. KDOP developed information and initiated a gang investigation. After a lengthy investigation, they discovered a female victim who was a TAFE student in Kaohsiung. She had been forced into drug-selling and prostitution in the school environment by this crime syndicate to fund this illegal group. The members in this criminal organization also controlled and coerced the female victim through drugs, violence and continued sexual abuse. One particularly cruel member of the gang (錢**) even used a fishing rod to violate the female victim’s vagina to entertain the other vicious gang members. The ongoing criminal assaults had caused major mental and physical damage to the female TAFE student by the time criminal investigators discovered her and intervened. Most importantly, the investigators had uncovered this female victim as this process of extortion was happening, in this way, rescuing this female victim and breaking open the criminal case concerning the targeting of students. The female TAFE victim has been settled down safely and is being counseled by social workers. After the preliminary investigation involving unreleased information from the female TAFE victim, the prosecutor, Mr. Wang Bai Dun, commanded the Investigation Bureau of Kaohsiung and the Kaohsiung police force to set up ambushes using undercover officers around particularly-targeted Internet cafes. On the night of January 28th, the prosecutor arrested the leader of the crime syndicate** and his gang crew. During this arrest action, the prosecutor discovered the horse muscle-tranquilizer drug, Ketamine (a date-rape drug), and victims’ belongings as evident exhibits. There was a female victim also rescued during this arrest action. The prosecution is appealing for more female victims to come forward and assist in identifying this gang syndicate so the gang members may be fully punished for their crimes. 錢** and his crew conceded all their criminal activities after they had been arrested. However, there are still some co-defendants in his crew whose whereabouts remain unknown. After the investigation, 錢**, 余**, 陳** were charged by the prosecutor with numerous violations, such as sexual abuse, assault, kidnapping and organized crime. Based on the possibility of fleeing, destroying evidence, or false statement, the prosecution made application to obtain the accused. Kaohsiung District Court has approved the detain application. Kaohsiung District Prosecutors’ Office and the related law enforcement agencies will continuously cooperate with the school administration to safeguard the public order and prevent the gang invasion in the school environment. With the investigation and coordination, the school can be protected from bully, drugs, sexual abuse and gangs .
