Taiwan Businessman Were Indicted For Serving as A China Espionage

Director prosecutor Wen-Hong Song and prosecutor Hong-Bin Hsu of the homeland security division in Taiwan Kaohsiung District Prosecutors Office dispatched the national security squad of the Investigation Bureau, Ministry of Justice to investigate offence against a Taiwanese businessman Hsu, who was ordered by a China government agency to recruit domestic intelligence agents. On April 26, 2023, Hsu was formally indicted for an intent to develop organizations on behalf of a China agency, which was a violation of the National Security Act.

Hsu was a Taiwanese businessman who lived in China for a long time, and traveled cross over the strait frequently in his annual vacations. Hsu was monitored by the national security department of China, however, due to one of his college classmates (hereinafter referred to as “A”) who then served in a domestic intelligence agency. When Hsu entering China in July 2015, he was held in custody, both intimidated and seduced, by the national security department of China, urging him to recruit A to join one of China’s intelligence agency. Hsu was reminded of his mission again in August 2016 before coming back to Taiwan. In consideration of his own career in China, Hsu started hanging out with A and A’s friends or classmates with an intent to develop a organization on behalf of the China’s agency, jeopardizing Taiwan national security. As a representative of China’s intelligence agency, Hsu asked A if A was interested in working for China for a huge profit in the end of August 2016 outside of a restaurant. Although Hsu was rejected firmly for various reasons, he kept trying to contact A until January 2019. Hsu went back to China in February 21, 2020 because of the Covid-19 pendemic and didn’t return until January 2023. When Hsu was searched and arrested as entering Taiwan, and the scheme were eventually unveiled.
